Where do I find the participants and GPX upload feature? Is it only unlocked after the event has happened?

The eight regions of Slovakia are as followed: Banskobystrický kraj Bratislavský kraj Košický Nitriansky Prešovský Trenčiansky Trnavský Žilinský

I'm trying to add events for Košice, Slovakia but currently there are no regions under the country of Slovakia. I cannot see an option to add cities or regions at a country level. Can anyone help? Thanks :)
